ANSWER: Use "who" as a subject, and "whom" as an object (when there is already a subject). Examples: "Who shall I say is calling? (Who is the subject of is calling.)" "Mom and Dad, this is Penelope, whom I'm going to marry tomorrow." And that question mark goes outside the quotation mark almost always. Exception: When the question itself is part of the quotation.
